A Los Angeles County Superior Court judge has ruled that the City of Los Angeles acted illegally when it approved a controversial "densification" ordinance without first conducting environmental review. The city enacted the ordinance pursuant to a state law that requires cities to award density bonuses to developers who include affordable housing units in their projects.
